About this opportunity
Adams County Board of County Commissioners, through its Finance Department Purchasing Division, is requesting proposals for Construction Manager General Contractor services for the Riverdale Regional Park Pavilion and Playground project, with proposals due September 15, 2026 and questions due August 28, 2026. The project is structured in two phases: Phase 1 procures and installs a new rentable pavilion shelter accommodating up to 100 people with associated site infrastructure (water, power, site furnishings, and landscaping); Phase 2 encompasses planning, design, and construction of a connection from the Fairgrounds to the Park, accessible event activity areas with utilities, and a destination all-inclusive playground to replace equipment over 25 years old.
Prevailing wage requirements under Colorado Department of Labor & Employment standards apply because both phases exceed $250,000 in contract value. The selected contractor will provide pre-construction/design phase services, design development into a Guaranteed Maximum Price (GMP), construction administration, and closeout. Phase 1 pavilion procurement is targeted for Fall 2026 with installation before year-end; Phase 2 is anticipated as a multi-year endeavor with schedule to be negotiated.
Phase 1 estimated project cost is $200,000; Phase 2 is $3.25 million, both excluding soft costs such as consultant fees and permits. The CM fee is an all-inclusive sum covering home office, overhead, and profit; general conditions and field personnel costs are reimbursable. No additional CM fees apply to Owner-requested change orders until they exceed 5 percent of the GMP. A 5 percent bid bond is required at submission; Performance and Payment Bonds at 100 percent of contract value are required at execution. A 5 percent retainage applies to construction contracts, with liquidated damages assessed based on contract value.
Evaluation prioritizes non-cost criteria: firm capability and key personnel qualifications, understanding of project scope and approach, references and past performance, and contract term exceptions. Cost is considered in trade-off analysis. Electronic submissions are required through BidNet Direct. The County may extend the resulting contract terms to other governmental entities through cooperative purchasing and reserves the right to conduct oral presentations with selected contractors.
