About this opportunity
The City of Seguin is soliciting statements of qualifications from professional construction management firms for Construction Manager/Construction Inspector (CM/CI) services on the Rudeloff Road Extension Project from Huber Road to State Highway 123, an Alamo Area MPO STBG-funded project, with proposals due September 22, 2026 at 3:00 p.m. central time. Respondents must demonstrate five years of relevant experience with Local Government Project Procedures (LGPP) and TxDOT federally-funded projects—a core eligibility filter.
The scope encompasses comprehensive construction management, daily project oversight, contractor coordination, quality control and assurance, materials testing, federal compliance documentation, safety inspections, change order evaluation, schedule monitoring, and complete project documentation through construction closeout via the LGPP TxDOT process. The project involves approximately 1.62 miles of roadway widening from two to four lanes with continuous left turn lanes, shared use paths, storm sewer systems, and approximately 6,635 linear feet of 16-inch water main installation. The current estimated construction cost is $19.3 million. The City will select one firm and anticipates contract execution by December 8, 2026, with peer review of construction documents occurring December 2–28, 2026 and construction beginning March 2027. Pricing will be negotiated following selection; contracts exceeding $50,000 must identify profit as a separate element.
Evaluation criteria total 200 points: organizational qualifications and experience (100 points), organizational personnel and experience (65 points), response quality and adequacy (25 points), and technical criteria including project ownership philosophy and quality assurance/quality control policies (10 points). Top-scoring firms may be interviewed. Respondents must submit professional liability insurance certificates, SAM registration verification confirming non-debarred status, conflict of interest disclosures, lobbying certifications, and three references. Proposers should include information on all proposed subconsultants. The City reserves the right to reject all proposals and to negotiate with the highest-qualified firm; if negotiations fail, the City may proceed with the next-ranked firm.
