About this opportunity
The City of Clovis, New Mexico is seeking a contractor for the Clovis Great Blocks Street Improvements project, a comprehensive streetscape rehabilitation initiative located on North Main Street spanning approximately 2,020 feet (0.38 miles) from 7th Street to a mid-block crossing south of 2nd Street. The procurement is a public works construction contract involving extensive infrastructure improvements, including pavement demolition and rehabilitation, permanent striping, curb and gutter installation, patterned concrete work, specialty concrete benches, landscape with irrigation systems, light pole placement with electrical and audio components, and various site furnishings. The project requires a qualified contractor with experience in urban infrastructure construction and ability to complete substantial work within specified timeframes. Key project timelines include a bid opening on June 25, 2025, at 2:00 PM MDT, with a non-mandatory pre-bid conference held on June 12, 2025, at 2:00 PM. Bidders must submit a 5% bid security and comply with all project specifications, with contract times specifying substantial completion within 120 days and final completion within 150 days after contract commencement. Evaluation will focus on lowest responsive bidder, with liquidated damages set at $1,250 per day for completion delays.
The contract appears to have provisions supporting local and veteran-owned businesses, specifically mentioning Resident Contractor and Resident Veteran Contractor preferences. Bidders must provide documentation including a Resident Contractor Certificate, business registration evidence, and current contractor license information. The estimated project budget is $2,700,000, funded through local municipal resources including New Mexico Main Street and City of Clovis funding. No federal funding is indicated, which may simplify procurement requirements. The project does not mandate domestic material usage and includes a $30,000 material testing allowance. Potential bidders represented at the pre-bid meeting included firms such as GEOMAT, Inc., Norris Electric, and High Plains Builders, suggesting a competitive bidding environment with multiple potential contractors from engineering, electrical, and construction sectors. The City reserves the right to reject all bids or negotiate scope changes if the lowest bid exceeds available funding.
