About this opportunity

The Emerald Lakes Association (ELA) is seeking sealed bids for the Clover Road Bridge Replacement project located in Tunkhannock Township, Monroe County, Pennsylvania. The procurement involves comprehensive bridge replacement infrastructure work, specifically demolition of an existing bridge and installation of a new precast reinforced concrete culvert over Dry Sawmill Run. The scope of work includes roadway restoration, guide rail installation, stream channel grading, and associated infrastructure improvements. Bidders must demonstrate sufficient experience and qualifications to perform the specialized engineering and construction work. Sealed bids will be received online via the PennBid Program until 3:00 PM on October 3, 2025, with a non-mandatory pre-bid meeting scheduled for September 16, 2025, at 10:00 AM at the Emerald Lakes Association Building. A field visit will follow the pre-bid meeting, with an alternate date of September 17, 2025, if inclement weather prevents the original site visit. Bidding documents are available at no cost through PennBid starting September 3, 2025, and bidders are required to submit bid security in the form of a certified check, bank draft, cash, or bid bond equal to 10% of the total bid amount.

While no specific set-aside designations or disadvantaged enterprise requirements are explicitly mentioned in the documentation, bidders must complete a comprehensive Statement of Bidder's Qualifications detailing company experience, financial standing, and past project history. The project includes multiple bid items with potential configurations for the precast concrete culvert, including a primary option of a 38.5-foot long, 21-foot span, 7.5-foot rise culvert and an alternate 29-foot long, 21-foot span, 9-foot rise configuration. The successful bidder will be responsible for performance and payment bonds covering 100% of the contract amount and must provide evidence of insurance coverage. While a specific project budget is not disclosed, the bid package includes unit pricing for 20 primary line items, suggesting a complex infrastructure project with potentially significant financial investment. The Emerald Lakes Association reserves the right to reject any or all bids and is not obligated to accept the lowest bid, indicating a comprehensive evaluation process that extends beyond mere price considerations.
