About this opportunity
Kane County Division of Transportation, Illinois is requesting proposals for a cloud-based Road Improvement Impact Fee Management System under RFP 26-041-TK, with proposals due October 22, 2026 at 3:30 p.m. CST and questions due October 14, 2026.
The solution must be non-proprietary and open-source, delivering an applicant self-service portal for application submission and status tracking; automated workflows for review, approval, invoicing, receipt, and reporting; fee calculation based on land use, service area, and effective-dated ordinance provisions; and integration with Kane County's existing Paymentus payment platform. The system must maintain permanent, auditable records of submissions, calculations, approvals, and payments and support staff administration without consultant assistance or recurring software license or subscription fees. Kane County will own all custom-developed source code, configurations, and documentation; proposers must identify third-party component licenses and provide perpetual usage rights.
Evaluation criteria emphasize ease of administration and workflow automation (25% weighting), demonstrated understanding of Kane County's program and Illinois Road Improvement Impact Fee Law (20%), applicant portal functionality (15%), functional requirements and staff configurability (15%), implementation and support experience (10%), and implementation plus five-year consultant-hosting cost (15%).
The cost proposal shall present a fixed one-time implementation price covering all services to deliver, test, and deploy the completed solution; optional annual consultant-hosting prices for years one through five with itemization; and a combined implementation and five-year hosting total. All functionality is included in the implementation price, with separately identified hosting charges and Paymentus agreement costs permissible. The desired production go-live date is mid-late 2027. Kane County Board approval is required before contract award, with evaluation and recommendation anticipated between October 26–30, 2026. Proposals are submitted electronically at https://www.bidnetdirect.com/illinois/kanecounty. The contract term is to be determined subject to County Board approval and appropriation.
