About this opportunity

The State of Maine Department of Administrative and Financial Services, Office of State Procurement Services, is requesting quotations for clothing items with embroidery and screen printing services for Maine Department of Inland Fisheries and Wildlife (DIFW) resale merchandise under RFQ 09A 260811-0021, with quotations due by 4:00 p.m. EST on August 26, 2026.

The scope encompasses apparel and hats featuring approximately four versions of the MDIFW logo in various colors (full-color, camo/green, black/white, pink); nine versions of the Outdoor Partner logo; seven animal designs (black bear, brook trout, white-tailed deer, mallard duck, wood duck, moose, turkey); two Maine Wildlife Park logos; and a Junior Game Warden Badge option. Product lines include ball caps in multiple colors and styles, hoodies, sweatshirts, t-shirts (long sleeve and youth styles in various sizes from infant through 5XL), sweatpants, and onesies. Bidders must accommodate requests for new design reproductions and create new designs within ten calendar days. Embroidery design files are provided in Tajima format with detailed thread-color and stitch-count specifications; bidders must also accept equivalent items with supporting documentation. Samples may be requested within fourteen calendar days at no cost and are nonreturnable.

Quotations are due on an FOB Destination basis, including all shipping costs, with prices guaranteed firm for a minimum of one year and valid for 180 days from bid opening. Award will be made to the lowest-priced qualified bidder; the State reserves the right to make multiple awards or no award. The resulting contract will be a Master Agreement enabling all State agencies and departments to purchase items as needed. The initial contract period runs from September 10, 2026, through September 30, 2027, with four optional renewal periods extending through September 30, 2031. Bidders are subject to a 1% anti-sweatshop code of conduct fee based on quarterly purchases, payable within 30 days of each quarter end. Bidders must complete a State Purchasing Code of Conduct affidavit certifying compliance with applicable wage, labor, safety, environmental, and human rights laws at all manufacturing locations. Quotations must be submitted through the State of Maine's AdvantageME Vendor Self Service (VSS) system. The State anticipates net 30 payment terms.
