About this opportunity

The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, is requesting quotations for inmate and patient clothing and textiles to supply correctional and psychiatric facilities statewide, with quotations due February 14, 2023 at 4:00 p.m. Eastern Standard Time. Award will be made to the single lowest-priced bidder whose products conform to all specifications.

The scope includes blankets, underwear, socks, sheets, sweatshirts, t-shirts, towels, washcloths, and other apparel with detailed material-composition, dimension, and safety specifications designed to prevent conversion into weapons or self-harm implements. Bidders must submit samples of the 15 top usage items by the bid closure date and deliver them to the State of Maine Procurement Services office in Augusta. 2022 usage data documents extensive quantities of institutional clothing across multiple sizes and colors, including footwear, hosiery, sleepwear, linens, and undergarments.

The initial contract term runs April 1, 2023 through March 31, 2025, with three optional one-year renewal periods extending through March 31, 2028. The prior Master Agreement value from December 2016 through December 2021 was $1,605,698.08. All delivery orders must be fulfilled within 21 calendar days of receipt. Pricing must be submitted in Excel format, include all transportation charges prepaid on an FOB destination basis, exclude taxes, and remain firm throughout the contract term. No surcharges are permitted regardless of payment method.

Vendors must submit completed Code of Conduct Affidavits certifying compliance with workplace laws and human rights standards at all manufacturing facilities and must pay a quarterly anti-sweatshop fee of 1% of total quarterly purchases. Contractors must accept orders from political subdivisions and school districts in Maine at quoted contract prices. The State reserves the right to reject non-conforming bids, waive minor irregularities, and cancel the contract with thirty days' written notice or immediately if terms are not met.
