About this opportunity

The Texas Health and Human Services Commission (HHSC) is requesting bids for blank clothing items for the Central Rehab Workshop at North Texas State Hospital's Vernon Campus under IFB HHS0017725, with bids due August 14, 2026 at 10:30 AM and questions due August 3, 2026.

The scope includes t-shirts, jerseys, long-sleeve shirts, hoodies, polos, aprons, and related apparel in multiple brands (Augusta Sportswear, Jerzees, Gildan, and others), colors, and sizes from youth XS through adult 5XL and tall sizes. All items must be undecorated and supplied on a blanket purchase order basis as needed throughout the fiscal year. Bidders must submit pricing for all line items identified in the Exhibit C Pricing Sheet and bid 100 percent of specified items or risk disqualification. Average orders are anticipated at a minimum of 20 garments per order, though quantities will vary by project. Delivery is required at two North Texas State Hospital locations in Vernon between 8:00 AM and 4:00 PM on specified dates with no special requirements beyond standard single-floor delivery.

Historical spend for fiscal year 2025 was between $100,000 and $150,000, provided as a guideline only with no guaranteed volume. The contract term runs September 1, 2026 through August 31, 2027, with one optional one-year extension at HHSC's sole discretion. Pricing must be firm and fixed for the contract life, submitted in US dollars exclusively on Exhibit C, and may be adjusted only at HHSC's discretion based on Consumer Price Index or federal minimum wage adjustments with supporting documentation. HHSC does not guarantee any volume, usage, or compensation and all contracts are subject to appropriations and potential termination.

Bidders must submit Exhibit A (HHS Solicitation Affirmations), the completed Exhibit C Pricing Sheet, and any applicable Addendum Acknowledgement Forms. A HUB Subcontracting Plan is not required but encouraged. All responses are subject to the Texas Public Information Act. Submission is permitted via the HHS Online Bid Room or physical delivery to 1100 W. 49th Street, Austin, Texas.
