About this opportunity
The City of Royal Oak, Michigan is soliciting electronic proposals for the complete demolition and removal of a 46.5-foot-tall clock tower structure located at 25658 Woodward Avenue at the intersection of West Harrison Avenue in Oakland County. The procurement involves the removal and proper disposal of all above-grade masonry, metal, and structural components, with steel frame elements to be unbolted from base plates attached to concrete footings located 8-12 inches below grade; a bid alternate item is available for removal of below-grade concrete footings, backfill, and compaction to 95 percent of maximum density. The successful contractor must furnish all labor, materials, equipment, and incidental items necessary for completion, including demolition waste removal, dust control, utility disconnections with Consumers Energy and DTE Energy, rodent abatement by a qualified pest control firm, asbestos and lead-based paint notifications to Michigan state agencies, concrete and metal recycling, and hazardous waste management. Electronic proposals must be submitted exclusively through the City's OpenGov procurement portal at https://procurement.opengov.com/portal/romi by 4:30 p.m. on Tuesday, April 28, 2026; the deadline for submitting questions is April 21, 2026 at 4:30 p.m. The anticipated contract award date is June 8, 2026, with work commencing no sooner than July 1, 2026 and all demolition work required to be completed by September 30, 2026. Award will be made on a low-bid basis, and the selected contractor must provide a 5 percent bid bond, performance bond, labor and material bond, maintain $3 million in insurance coverage, obtain all required licenses and permits at no cost to the city, and commence work within ten working days of notification; contractors and their employees will be subject to criminal history checks approved by the Royal Oak Police Department prior to working on site.
The project is federally funded through Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development and is subject to prevailing wage requirements under the Davis-Bacon Act, the Contract Work Hours and Safety Standards Act (CWHSSA), and Section 3 employment requirements, which may create applicable restrictions on contractor eligibility. The contract is not subject to the City's Responsible Contractor Ordinance. The contractor must maintain Commercial General Liability Insurance of not less than $3,000,000 per occurrence and aggregate, Automobile Liability Insurance of $3,000,000, and Workers' Compensation Insurance, with the City of Royal Oak named as an additional insured. Payment will be made on a progress basis with retainage provisions not exceeding 10 percent of work value until 50 percent completion, after which additional retainage may be withheld only if progress is unsatisfactory. Liquidated damages are set at $1,000 per working day for work remaining uncompleted beyond the September 30, 2026 deadline, with extensions granted only for disastrous storms, acts of Providence, general strikes, court injunctions, or delays caused by the City. Pricing proposals must remain firm for 90 days from bid award or until award, whichever comes first, except for the successful bidder whose prices shall remain firm through project completion, and all prices must be quoted in U.S. currency representing total costs delivered to the location with goods shipped F.O.B.
