About this opportunity

The State of California Department of Developmental Services seeks qualified contractors to provide comprehensive clinical laboratory blood analysis services to Porterville Developmental Center (PDC) for individuals and employees under Invitation for Bid (IFB) PR269005. The contract term runs from July 1, 2026, through June 30, 2028, with state options to extend for one or two additional one-year periods at the contractor's proposed rates. The scope of work encompasses routine specimen pick-up five days per week (Monday through Friday) between 2 p.m. and 7 p.m., with delivery to reference laboratories within 24 hours of collection, covering over 300 laboratory tests including complete blood counts, metabolic panels, infectious disease screening, drug monitoring, allergy panels, endocrinology testing, oncology markers, immunology assessments, and microbiology cultures. Contractors must supply all materials and equipment, including shipping containers, phlebotomy supplies, and telecommunication devices for remote result access, provide a written Directory of Services prior to contract initiation, and establish a project representative as point of contact with the PDC Laboratory Supervisor. All bidders must hold proper state laboratory licenses, comply with all state licensing requirements, maintain Medicare/Medi-Cal provider approval status, submit copies of all relevant licenses with bid documents, and demonstrate capacity to supply all specified services in accordance with the Sample Agreement. Pricing is submitted on a per-test basis for each enumerated test, with monthly billing in arrears; the State will bill Medi-Cal and Medicare Part B for eligible clients and reimburse contractors only for services to non-covered individuals. Sealed bids are due March 20, 2026, at 10:00 a.m. PDT with bid opening at 10:30 a.m. the same day; questions must be submitted by March 11, 2026, at 2:00 p.m. PDT with responses posted by March 13, 2026. The Notice of Intent to Award is projected for March 25, 2026, with the proposed award date of April 1, 2026, and award will be made to the lowest responsive responsible bidder.

The State has waived the mandatory Disabled Veteran Business Enterprise (DVBE) Participation requirement but offers a DVBE incentive of 1% to 5% depending on participation levels. A five percent Small Business Preference is available for certified California Small Businesses, Microbusinesses, or Non-Small Businesses with at least 25% Small Business subcontracting. All contractors must maintain general liability and/or professional liability insurance with minimum coverage of $1,000,000 per occurrence and $3,000,000 in aggregate, comply with California Civil Rights Laws and the Darfur Contracting Act, and adhere to comprehensive HIPAA, HITECH Act, and California state law requirements regarding the protection of Protected Health Information (PHI). Contractors must implement administrative, physical, and technical safeguards to protect PHI; designate Privacy and Security Officers; provide annual employee training; establish breach notification procedures with reporting to DDS within 72 hours of discovery; and maintain accounting records for all PHI disclosures. Health and safety requirements include pre-employment and annual modified health examinations, tuberculosis testing, Hepatitis B antigen testing, and immunization documentation within 90 days of service start for all personnel, as well as background clearance compliance per Department Policy Memorandum #423. The State reserves the right to terminate the agreement for convenience with thirty days' notice and may withhold monthly payments if services are deemed unsatisfactory. No specific budget amount or award value is disclosed in the procurement documents; contractor compensation will be determined by per-test pricing submitted with bids, with unlisted tests capped at $1,000 per contract year and no additional charges for shipping, handling, or pick-up and delivery services.
