About this opportunity
The State of California, specifically the Porterville Developmental Center (PDC), is seeking a clinical laboratory services contractor to perform comprehensive blood analysis for clients and employees through Invitation for Bid (IFB) PR169001. The contract will cover clinical laboratory analysis services, including specimen pick-up five days per week, delivery of results within 24 hours, and provision of all necessary shipping and phlebotomy supplies. Bidders must be properly licensed, comply with state licensing requirements, and be an approved Medicare/Medi-Cal provider. The procurement covers approximately 200 different laboratory tests ranging from routine blood work to specialized genetic and viral load testing, with contractors required to provide a detailed Directory of Services specifying specimen requirements and transport conditions. Key submission dates include a bid deadline of April 8, 2016 at 1:00 p.m., with bid opening at 1:30 p.m. the same day, and a contract term from July 1, 2016 through June 30, 2018. Evaluation will be based on per-test pricing, with bidders required to submit costs for each listed test multiplied by estimated quantities.
The State has waived the Disabled Veteran Business Enterprise (DVBE) participation requirement for this contract, though a Small Business Preference program is available. Billing will be conducted monthly, quarterly, semi-annually, or annually, with payments made in arrears and first billed to Medi-Cal, Medicare Part B, or other third-party payers. The contract includes a budget contingency clause allowing cancellation if sufficient funds are not appropriated in the Budget Act. While no incumbent vendor is specifically named, the contract requires strict adherence to HIPAA/HITECH regulations, including comprehensive data protection and confidentiality measures. Bidders must implement administrative, physical, and technical safeguards to protect personal health information, with potential contract termination for violations. Although specific budget ranges are not explicitly stated, the contract limits unlisted tests to $1,000 per contract year, suggesting a flexible but controlled procurement approach focused on comprehensive laboratory services for the Porterville Developmental Center.
