About this opportunity
The Minnesota State Academies for the Deaf and Blind (MSAD) is seeking a contractor to furnish, deliver, and install a comprehensive set of clinical audiometry equipment for its Faribault campus. The procurement specifically requires one complete lot of audiology equipment, including a clinical audiometer, speakers, Flex VRA system, tympanometry equipment, real ear hearing aid analyzer, and ABR equipment to be installed in Smith Hall Building #104. The contract will run from May 1, 2025, to December 31, 2025, with potential extensions up to 12 additional months. Interested vendors must submit electronic proposals through the SWIFT Supplier Portal by March 25, 2025, at 2:00 PM Central Time, with a question submission deadline of March 17, 2025, at 2:00 PM. The evaluation process will be comprehensive, awarding points across three phases: 100 points for acceptance of state terms, 900 points for cost details, and potential additional preference points for targeted business groups. Respondents must provide proof of insurance, include all associated expenses such as transportation and training, and demonstrate compliance with manufacturer warranty and equipment support requirements.
The procurement strongly encourages participation from Minnesota-based small businesses, with specific preferences for vendors owned by racial minorities, women, persons with substantial physical disabilities, veterans, or located in economically disadvantaged counties. The estimated total contract value ranges between $80,000 and $90,000 for the initial year, though this is not a guaranteed minimum or maximum. Vendors must be registered in the SWIFT Supplier Portal, which now requires multi-factor authentication for enhanced security. The state has established a vendor assistance helpdesk (651-201-8100, Option #1, then Option #1 again) to support registration and system navigation. Respondents are prohibited from contacting other state agencies about the solicitation and must direct all questions to Erin Snaza, Buyer 3, at erin.snaza@state.mn.us. The procurement emphasizes diversity and inclusion, offering potential preference points for veteran-owned, economically disadvantaged, or minority-owned businesses, with preference percentages up to 12% for qualifying vendors.
