About this opportunity

The City of Long Beach is requesting proposals for a turnkey online resource hub connecting residents, businesses, and nonprofits with federal, state, and county climate-related grant funding opportunities, with proposals due February 7, 2024 and questions due January 17, 2024.

The scope is a single contractor or collaborative team to design, implement, and operate a platform with comprehensive case management services supporting applicants through the grant paperwork process. The hub will consolidate opportunities available through the Federal Inflation Reduction Act and local programs; the vendor will not disburse funds, which flow directly from issuing agencies. Proposers must identify specific federal, state, and county programs they will connect and detail case management support throughout the application process. Multilingual support and secure payment-processing capability are required. The platform must support both desktop and mobile applications.

The City anticipates funding through Long Beach Recovery Act funds and will determine a specific budget once proposals are reviewed. Proposers must submit separate budgets for platform design, implementation, and maintenance as well as personnel and support costs, with all labor, indirect costs, and subcontractor expenses clearly itemized. Billable rates cannot include markups on reimbursables, overhead, or profit. The City will not reimburse mileage, office supplies, overhead expenses, or computer equipment. Contractors located outside the Los Angeles/Orange County area must address how remoteness affects service responsiveness.

The contract term is two years with an option to renew for three additional one-year periods, not to exceed five years total. The City will award based on best value, not lowest price, evaluating organizational capacity and experience, method of approach, communications and reporting capability, and cost reasonableness. Minimum qualifications include business qualification in Long Beach, no debarment history, experience delivering program administration support with desktop and mobile platforms to government or private agencies, climate action experience, and financial stability. Addendum 1, issued January 22, 2024, requires acknowledgment of receipt by signature with the proposal; failure to do so may result in disqualification. Equal Benefits Ordinance compliance certification is required for contracts valued at $100,000 or more. The City intends to award to Geocko, Inc. dba FORWARD (Notice of Intent issued April 3, 2024), though this does not constitute final award pending contract execution.
