About this file

This is Addendum No. 1 to RFP No. CM-24-375 issued by the City of Long Beach Department of Financial Management on January 22, 2024, for the Climate Action Accelerator Resource Hub. The addendum provides clarifications to the original RFP through a question-and-answer format and changes and supersedes specific language in the original RFP. Proposers are required to acknowledge receipt of this addendum by signing and submitting it with their proposal, with failure to do so potentially resulting in disqualification. The project seeks to connect Long Beach residents, businesses, and nonprofits with federal, state, or county climate-related grant programs and provide case management support as applicants navigate the paperwork submission process. The RFP does not constitute a traditional grant administration program; rather, it focuses on facilitating access to external funding sources.

The City anticipates using recovery funds for this project but will determine a specific budget once proposals are reviewed and a vendor is selected. Proposers are instructed to fully explain their proposal costs and any tiered service levels. The vendor will not disburse grant funding; any disbursements to Long Beach residents, businesses, or nonprofits will be issued directly from federal, state, or county agencies through their respective grant programs. The number of available climate-related grant programs will depend on offerings from those government levels. Proposers must identify which federal, state, and county climate-related grant programs they plan to connect with and detail the case management aspects they will offer throughout the application process.

NOTICE TO PROPOSERS

ADDENDUM NO. 1: Q&A

RFP No. CM-24-375

Climate Action Accelerator Resource Hub

This addendum changes and supersedes the language in the original RFP. Please acknowledge receipt of this addendum by signing and submitting with your proposal. Any proposer who fails to submit this addendum may be disqualified.

The City would like to remind Proposers that pursuant to Section 5.2.26 of the RFP, the City will not be responsible for or bound by any oral communication or any other information or contact that occurs outside the official communication process specified herein, unless confirmed in writing by the City Contact.

The questions and answers are as follows:

1. Q: How much budget has the City allocated for this project?

A: The City anticipates using recovery funds and will determine a budget at such time proposals are reviewed and a vendor is selected. Proposer(s) should fully explain their proposal costs and any levels or tiers based on different levels of service.

2. Q: What is the estimated number of grant programs the City intends to administer through this vendor?

A: This RFP is not for a grant program and therefore there is no traditional grant administration. The RFP seeks to connect Long Beach residents, businesses, and non-profits with federal, state, or county grant programs. Therefore, the number of these (climate-related) grant programs to be made available to these audiences will depend on what programs are made available at those levels of government.

Proposer(s) should fully explain what the federal, state, and/or county (climate-related) grant programs they plan to connect Long Beach residents, businesses, and nonprofits with and the aspects of case management they plan to offer as these applicants go through the process of submitting paperwork to these agency programs.

Addendum No. 1 RFP CM-24-375

3. Q: What is the estimated amount of grant funding the City anticipates disbursing through this project?

A: This RFP is not for a grant program and therefore, the City will not be disbursing funding. Any funding disbursed to Long Beach residents, businesses or non-profits will be issued directly from federal, state, or county agencies through their grant programs.
