About this opportunity

Weber Human Services (WHS), serving Weber and Morgan Counties in Utah, is seeking a comprehensive vendor solution for establishing a CLIA-certified in-house laboratory to support its random urine drug screening (UDS) program through RFP No. 2025-08-27. The procurement requires a vendor to provide complete laboratory setup, including equipment procurement, installation, maintenance, and staffing for a collection clinic operating seven days a week with specific hours. Key deliverables include a standard 12-panel drug test with adaptability for emerging substances, integration with Junction EHR system within two business days, and direct Medicaid and commercial insurance billing capabilities. Proposal evaluation will be weighted across nine areas, with the highest point values assigned to cost breakdown (25 points), certification and billing capabilities (15 points), staffing model (15 points), and EHR integration (15 points). The proposal is due on October 1, 2025, with an ideal implementation date of February 1, 2026. The primary objective is to improve cost-efficiency by enabling WHS to become the rendering provider, process specimens internally, and achieve faster turnaround times compared to the current external lab model.

The RFP does not explicitly specify set-aside designations or restrictions on responding organizations. The current infrastructure involves UDS collection with specimen submission to an external laboratory, and the new vendor must seamlessly integrate with WHS's existing Junction EHR system. While specific budget ranges are not detailed in the provided documents, the procurement focuses on per-test pricing, including provisions for unfunded clients. The architectural blueprint (2-UA Lab Schematic.pdf) indicates a prepared physical space for laboratory operations, suggesting WHS has already considered spatial requirements for the new in-house laboratory. The vendor will be responsible for equipping this space with necessary toxicology screening equipment and staffing the facility to meet Utah Drug Court standards. Though no incumbent vendors are mentioned, the RFP suggests a transformative approach to drug screening services that moves from an external reference lab model to an internal, comprehensive laboratory management solution.

Opportunity text

Weber Human Services (WHS), the local authority for behavioral health services in Weber and Morgan Counties, is seeking proposals from qualified vendors to assist in the setup and ongoing management of a CLIA-certified in-house laboratory to support our random urine drug screening (UDS) program. WHS is not seeking an external reference lab, but rather comprehensive support to equip, staff, and operate its own laboratory. Currently, WHS performs UDS collection and sends specimens to an external lab, and that lab bills Medicaid/Insurance as the rendering provider. This project aims to improve cost-efficiency and service quality by enabling WHS to bill payers as the rendering provider, process specimens internally with quicker turnaround, and improve efficiency. See Project Description for full details.
