The City of Sun Prairie, Wisconsin, has issued Request for Bid (RFB) 22-PW28 for snow and ice clearing services covering sidewalks, crosswalks, and bus stops throughout the city. The procurement seeks a contractor to remove snow and ice from 271 crosswalk locations, 44,062 linear feet of sidewalks, and 18 bus stops across multiple designated areas. The primary objectives include maintaining pedestrian surfaces free of slip and fall hazards, ensuring bare pavement within 24 hours of snow or ice events, and using approved ice melting agents like rock salt or chloride-based products. Contractors must clear surfaces without causing damage and utilize appropriate equipment for snow removal. The bid was due on September 13, 2022, at 2:00 PM, with a public bid opening held at the City Finance Office located at 300 East Main Street. The contract will cover three snow seasons from the 2022-2023 winter through April 1, 2025, with a potential three-year extension option upon mutual agreement.
The procurement does not explicitly mention set-aside designations or restrictions for disadvantaged enterprises. Five contractors submitted bids for the contract, with total bid amounts ranging from $151,029 (Ultimate Lawn and Snow LLC) to $881,100 (Snow Systems). The successful bidder must provide comprehensive insurance coverage, including workers' compensation, commercial general liability, automobile liability, and umbrella liability insurance with specific coverage limits. Contractors are required to submit a 10% bid bond or certified check with their proposal and provide performance and payment bonds equal to 100% of the bid amount within 10 days of the Notice of Award. The City reserves the right to reject any or all bids and may cancel the contract without penalty due to lack of appropriations or contractor non-compliance. Pricing is structured as lump-sum bids per snow occurrence, with different rates based on snow depth ranging from 0-3.9 inches to 14 inches or more.
