Qualified consultants must submit electronic proposals by February 23, 2024, with questions to be directed to Superintendent Mike Gass by February 14, 2024. Proposal requirements include a cover letter, firm profile, client references, key personnel resumes, project schedule, and a fixed price with estimated hours. The evaluation criteria will focus on prior experience with facility assessments, ability to suggest innovative solutions, professional qualifications, responsiveness to RFP requirements, understanding of project purpose, and demonstrated success on similar projects. The project timeline requires completion of the facility assessment by June 30, 2024, with a potential contract award on March 1, 2024.

The RFP does not specify any specific set-aside designations or restrictions on responding organizations, nor does it indicate any preferences for disadvantaged enterprises. There are no mentions of incumbent vendors or existing contractors for this specific project. The RFP requires the selected consultant to provide a comprehensive assessment that includes the property's value based on current and alternate zoning options within the community plan, with a particular focus on the building's strategic location at the gateway to Idaho Springs and its potential impact on local economic development. While no explicit budget range is provided, the RFP requests respondents to indicate an overall fixed price and estimated total number of hours for the project. The district is particularly interested in consultants who can offer innovative solutions and potentially develop multi-use opportunities that could benefit the community, reflecting the building's significance as an anchor property in this former mining community.
