The scope covers storm and sanitary sewer line cleaning, televising, and rehabilitation at 351 Stewart Avenue, Garden City, Long Island. Each bid must include a certified check or bid bond equal to not less than 5% of the total bid amount, payable to the Incorporated Village of Garden City. Bid bonds will be returned to all but the three lowest bidders within three days of bid opening; remaining bonds will be returned to the three lowest bidders following contract execution or within forty-five days if no contract is executed.

The Village reserves the right to reject any or all bids and to waive any informality. Estimated quantities for work items are provided as a uniform basis for bid comparison; actual quantities may vary without entitling the contractor to damages or recovery of lost profits. The successful bidder must execute all contract documents and furnish required insurance and performance bonds within thirty days of notification of bid acceptance; failure to do so results in forfeiture of bid security as liquidated damages.

Bid specifications, bid forms, and contract documents are available for examination at the Purchasing Division beginning September 11, 2026, or may be downloaded at no cost through the New York State Contract Reporter website. A $25 deposit is required for physical copies, with full refunds available to unsuccessful bidders and the successful bidder upon return of documents in good condition within thirty days of bid award or rejection. No incumbent or estimated contract value is identified.

Details are within the bid specification. Answers to Questions from Vendors: Since MS4 regulations do not allow water vacuumed from storm sewers to be decanted back into the storm sewer during cleaning, will the contractor be able to release filtered water removed during the pipe vacuuming process into a local sanitary sewer for both storm and sanitary work orders? Yes. Is it possible the storm sewer work would consist of outfall pipes that would require controls to prevent discharge while cleaning? No. Regarding Item # 9 Cementitious Manhole Rehabilitation, is there a minimum thickness requirement for the cementitious liner or is the thickness based solely on the manufacturer's recommendation? Manufacturer's recommendation is acceptable. Regarding Item # 10 Manhole Chimney Seal, is there a maximum depth of each chimney that application will be required in? 2 feet is generally acceptable; however, we will consider the crew's recommendation at the time of repair. Regarding Item #11 Epoxy Manhole Rehabilitation Alternate, is the contractor to assume direct application of the epoxy coating to the manhole walls or will the contractor need to resurface with cement to provide a profile prior to application of the epoxy? Only in areas deemed necessary by crew foreman, the contractor will need to resurface with cement. Regarding Item # 3 Protruding Pipe Lateral Removal, would the contractor be issued a work order to only cut a protruding tap or would that work be incidental to a cleaning and inspection scope that was issued? Basically, could the contractor be called out to cut just one tap as a standalone work order? This item would be associated with other work. You will not be required to cut one protruding pipe lateral at time. Business enterprises awarded an identical or substantially similar procurement contract within the past five years: None
