About this opportunity

The City of Pittsburgh Office of Management and Budget, on behalf of the Department of Parks and Recreation, is soliciting bids under IFB #2026-IFB-230 for cleaning services at 26 CitiParks facilities, with a mandatory pre-bid meeting on November 4, 2026 and bids due November 18, 2026 at 12:00 p.m. The solicitation imposes diversity goals rather than a set-aside: bidders must demonstrate good faith efforts toward achieving 18 percent Minority-Owned Business Enterprise (MBE), 7 percent Women-Owned Business Enterprise (WBE), 5 percent Veteran-Owned Small Business (VOSB), and 3 percent LGBTQIA+ business participation.

Scope covers daily restroom and floor cleaning, weekly specialized tasks, monthly deep cleaning, and quarterly high dusting at recreation centers, healthy active living centers, senior centers, Marshall Mansion, and the Biddle Building. Frequencies are six days per week at recreation centers, five at senior centers, three at Marshall Mansion, and two at the Biddle Building, with most work between 9 p.m. and 6 a.m. Facilities close on eleven listed holidays. Contractors must provide 24/7 emergency availability with two-hour response times and a liaison reachable around the clock. Staff must earn at least $21.50 per hour. The City supplies cleaning products, equipment, and storage, and Attachment C specifies supply categories that carry GreenSeal or EcoLogo certification, with EPA registration required for disinfectants. Daily checklists require sign-off by the vendor and authorized facility staff.

The contract runs December 1, 2026 through November 30, 2028, with two one-year renewal options. Prices must be firm and fixed with no escalation provisions. Bids require a bid guarantee of up to 5 percent of the total bid amount. Awardees must furnish a 100 percent Performance Bond and a 100 percent Payment Bond, general liability insurance of $1 million per occurrence and $2 million aggregate, and workers' compensation coverage. Bids must be submitted electronically, with a vendor questionnaire, W-9, and vendor registration forms.

The mandatory pre-bid meeting takes place November 4, 2026 at 10:00 a.m. at Schenley Rink, followed by three site visits at various facilities. Bid opening follows the 12:00 p.m. deadline on November 18, 2026 at 1:00 p.m.
