The solicitation is organized by three geographic regions: East Region (downtown and east Pittsburgh neighborhoods), Northwest Region (Northside and west of the Allegheny River), and South Region (West End, Brookline, and south of the Ohio and Monongahela Rivers), with bidding required on a per-clean basis. Critical deadlines include April 30, 2026, at 5:00 p.m. for question submissions, May 14, 2026, at 2:00 p.m. for electronic bid submissions, and May 14, 2026, at 3:00 p.m. for the public bid opening at the OMB office. The contract period extends from June 1, 2026, through May 31, 2028, with two optional one-year renewal periods available.

All bids must be firm, fixed-price proposals with no escalation permitted, and bidders are required to submit a bid guarantee not exceeding 5 percent of the total bid amount in the form of a cashier's check, money order, bond, or irrevocable letter of credit. The City has established Disadvantaged Business Enterprise (DBE) participation goals requiring good faith efforts toward 18 percent Minority-Owned Business Enterprise (MBE) participation, 7 percent Women-Owned Business Enterprise (WBE) participation, 5 percent Veteran-Owned Small Business (VOSB) participation, and 3 percent LGBTQIA+-Owned business participation. Successful awardees must provide both a Performance Bond and Payment Bond, each equal to 100 percent of the contract price, within ten calendar days of award. Insurance requirements include General Liability coverage of $1,000,000 each occurrence and $2,000,000 aggregate, Automotive Liability of $1,000,000 each occurrence and $2,000,000 aggregate, and Umbrella Liability of $5,000,000 excess liability. The City reserves the right to award on an item-by-item or low-total basis to the lowest responsive and responsible bidder and may reject any or all bids.
