About this opportunity
The City of Tallahassee has issued a Request for Information (RFI) numbered RFI-091-25-CW seeking vendors capable of providing clean power generation and energy storage solutions for its electric utility in Leon County, Florida. The city aims to add at least 120 MW of clean, renewable energy supply capacity to its electric grid by 2030, targeting both community-scale (100 kW to 2.2 MW) and utility-scale (2.2 MW to 74.9 MW) projects. Acceptable technologies include solar, energy storage, wind, hydrogen, and other carbon-neutral or renewable resources. The RFI seeks vendors who can provide clean energy through multiple ownership and delivery models, such as build-own-operate scenarios with power purchase agreements, direct sales of power generators, and long-term wholesale energy purchases. Key objectives include developing fully dispatchable resources that can assist with grid balancing, improve system dispatch economics, and provide capacity and energy services. The response deadline is August 15, 2025, with potential vendor discussions planned for September-October 2025. Vendors are not required to have secured land options for development at this stage.
The RFI does not specify explicit set-aside designations or restrictions on responding organizations. Currently, the City of Tallahassee serves over 120,000 electric accounts and is Florida's fourth-largest municipally owned electric utility, with nearly 5% of its energy needs met through a 62 MW solar power purchase agreement. The remainder of its energy comes from natural gas-fired generation. Vendors are encouraged to submit information about their capabilities, with an understanding that responses will be treated under Florida's Sunshine Law and are not binding offers. Any confidential or proprietary information submitted can be exempt from public records requests if properly identified. While no specific award value is mentioned, the city's goal of adding 120 MW of clean energy capacity suggests a significant potential investment. The RFI emphasizes that this is an information-gathering process and does not guarantee a future solicitation or contract, with any potential procurement to be handled through formal Request for Proposal (RFP) or Invitation for Bid (IFB) processes.
Opportunity text
This request is for information only to assist the City of Tallahassee (City) in determining how best to fulfill the requirements described herein. This RFI is issued solely for information and planning purposes and does not constitute a formal solicitation or a promise to issue a solicitation in the future. This request for information does not commit the City to contract for or purchase any supply or service. Should the City determine to proceed with a solicitation based on the responses to this RFI, the solicitation to be issued may be either a formal Request for Proposal (RFP) or Invitation for Bid (IFB) to be handled in accordance with City purchasing policies and procedures. The City seeks to learn about vendors and their capability to construct, provide, and/or sell clean, renewable energy to the City through a variety of means, technologies, locations, and quantities. For this RFI, vendors do not need to have a viable project for the City, e.g., secured land options for development. Clean, renewable energy includes solar, energy storage, wind, hydrogen, and other carbon-neutral or renewable resources. For more information on this project refer to the RFI documentation.
