About this opportunity
The City of Tampa, through its Department of Neighborhood Enhancement in Hillsborough County, Florida, is soliciting sealed bids for Class III Waste Disposal services at a permitted alternative solid waste management facility located within city limits. Class III Waste includes yard trash, construction and demolition debris, processed tires, carpet, cardboard, paper, glass, plastics, and other approved non-hazardous materials. The City estimates an annual disposal volume of approximately 4,000 tons and requires bidders to guarantee minimum facility capacity to accept 4,000 tons per calendar year, with the potential to process up to 15,000 tons annually. The procurement is structured as a one-year initial contract period with three additional optional one-year renewal periods, plus supplemental unilateral renewal extensions of up to three thirty-day periods at the City's discretion. Pricing must be submitted as an all-inclusive Cost Per Ton service fee covering all administrative costs, labor, equipment, materials, host fees, taxes, weighing, unloading, covering, compacting, monitoring, reporting, and long-term care obligations. Award will be made to the lowest responsive, responsible bidder based on total estimated annual cost. Sealed bids are due by 3:00 p.m. on Monday, April 6, 2026. Required qualifications include Florida business registration, possession of all required FDEP permits and authorizations, operational compliance with applicable federal, state, and local laws, and evidence of at least one municipal solid waste collection contract through a Florida entity within the past ten years. Bidders must submit FDEP permits, proof of facility authorization and capacity, identification of pending enforcement cases, documentation of existing contamination management, a Bid Bond equal to ten percent of the total bid amount, and insurance certificates meeting specified coverage requirements including Commercial General Liability of $1 million per occurrence and $2 million aggregate, and Pollution Liability insurance of at least $3 million per claim and $6 million aggregate. The City retains the right to cancel the award with ten days' notice for cause or thirty days' notice without cause, and is not obligated to purchase any minimum or maximum quantities.
This procurement includes a Small Local Business Enterprise (SLBE) set-aside with a five percent bid discount, not to exceed $10,000, applied for evaluation purposes only. Six certified SLBE vendors have been identified as eligible to bid on this project, including Advantage Environmental Services, Inc., CASA HOME PROPERTIES LLC, Iravani Professional Association, Kessler Consulting, Inc., REA Remedial Solutions, L.C., and T.C.C Enterprise Inc., all based in the Tampa Bay area. SLBE bidders must submit a Letter of Intent (DMI-40 Form) within ten workdays after notice of intent to award is posted, and prime contractors utilizing SLBE subcontractors must submit the DMI-30 Form with all payment invoices for compliance tracking. The contract does not qualify as a sheltered market procurement and does not include mandatory subcontracting goals for SLBE participation. The contract is classified as a traditional nonprofessional service procurement with an estimated contract value of $135,000.00. Bidders must comply with OSHA Hazard Communication Standards when handling potentially hazardous materials and chemical residues, and the agreement requires compliance with all state and federal environmental regulations and permits. The City may assess administrative charges for operational failures, including $750 per occurrence for exceeding thirty-minute turnaround times, $1,500 per day for scale maintenance failures, and $300 per day for late reporting.
