About this opportunity

Orange County, Florida is soliciting sealed bids for a Class III Landfill contract (Y22-1069) for disposal of construction, demolition, and vegetative yard waste material. The procurement covers four distinct geographic areas within the county: Apopka, Zellwood, John Young, and West Orange. This is a term contract structured for an initial 12-month period with potential for two additional 12-month renewals. The contract requires landfill services for both Class III and Non-Class III materials, with each geographic area estimated to handle approximately 3,500 tons of Class III materials and 2,500 tons of Non-Class III materials. Bidders must submit electronic proposals through the OpenGov e-Procurement Platform by 4:00 PM EST on Tuesday, August 30, 2022, with strict prohibitions on hand-delivery, mail, telephone, fax, or email submissions. Respondents are required to provide unit pricing per ton for different waste types across the four geographic lots and submit comprehensive documentation including reference forms, licenses, drug-free workplace certifications, conflict of interest statements, and E-Verification compliance proof.

The procurement includes specific bid preference provisions that provide potential advantages for Minority Women Owned Business Enterprises (MWBE) and Registered Service Disabled Veteran (SDV) businesses, with preference percentages varying based on total bid amount. Bidders must demonstrate the capability to prioritize county needs during emergency and disaster scenarios, indicating a requirement for operational flexibility. The contract emphasizes compliance with federal, state, and local regulations, suggesting a comprehensive approach to waste management services. While specific budget ranges are not explicitly stated, the estimated material volumes (3,500 tons Class III and 2,500 tons Non-Class III per geographic area) provide insight into potential contract value. Notably, the procurement process includes provisions that could favor local or disadvantaged businesses, potentially creating opportunities for smaller or minority-owned waste management and disposal enterprises. The contract's structure and requirements suggest a robust and competitive bidding environment focused on comprehensive, reliable landfill and waste disposal services for Orange County.
