About this opportunity
The City of Santa Monica Fire Department is requesting bids for removal, cleaning, and disposal of Class B Aqueous Film-Forming Foam (AFFF) from fire apparatus and storage containers under a five-year firm-fixed contract (RFB #4523), with bids due August 19, 2026 at 3:00 PM Pacific Time. The procurement is subject to California Assembly Bill 339 compliance, which restricts handling of PFAS-containing foams.
Scope includes removal and isolation of PFAS and PFOA chemicals from ten Type 1 Engines, one Aircraft Rescue Crash Apparatus, and one Aircraft Rescue Utility, plus disposal of approximately fifty-five and five-gallon containers of Class B AFFF stored at Fire Station #5. Work encompasses system flushing, secondary containment, laboratory analysis following EPA Methods 537 and 1633, and final compliance documentation. Place of performance is the Fire Department Drill Tower at 2500 Michigan Avenue, Building G, Santa Monica, California.
Bidders must hold current AFFF removal certification for fire apparatus, demonstrate a minimum of three years of recent experience in AFFF clean-out and treatment, and provide documented experience with California professional fire departments and FAA-indexed airport fire resources. Pricing must be submitted on a per-tank-gallon basis for apparatus clean-out and container removal/disposal. The Living Wage Ordinance applies if annual contract value exceeds $54,200, setting a minimum wage of $25.00 per hour. Vendors must obtain a City of Santa Monica Business License if physically located in or conducting business within the city and must maintain commercial general liability, automobile liability, and workers' compensation insurance with limits of $1,000,000 per occurrence. A payment bond equal to 100% of the proposal amount is required under California Civil Code Section 9550. The Oaks Initiative disclosure form is required for contracts exceeding $25,000 annually.
Questions are due August 5, 2026, with responses posted by August 12, 2026. No job walk or bidders' conference is scheduled. Award will be made to the best bidder based on price, quality, experience, financial capacity, and ability to perform, subject to City Council approval. Payment terms are net thirty days from invoice receipt.
