A virtual pre-proposal education conference on the BVA method is scheduled for October 21, 2026 at 11:00 a.m. MT, with an in-person site walk on October 23, 2026 at 2:00 p.m. MT at the park.
Local businesses receive a 5% scoring preference, and small local businesses receive an additional 2.5% preference. The awarded contractor must pay a minimum livable wage of $26.18 per hour for full-time employees.
The scope includes a comprehensive park-wide assessment addressing aging infrastructure, electrical systems, drainage deficiencies, worn sports surfaces, outdated facilities, ADA non-compliance, and safety code deficiencies; development of a prioritized multi-year phased renewal strategy; design and construction of Phase 1 improvements; and designs and cost estimates for future phases. The park-wide assessment with estimated costs is due by March 2027, and Phase 1 design and construction must be completed by 2028.
The currently funded project budget is $2.11 million, consisting of $500,000 funded in 2026 and $1.61 million funded beginning January 2027. Additional phases beyond Phase 1 are contingent on City approval and Capital Improvement Program funding availability.
Evaluation uses weighted criteria: Scope/Level of Expertise Plan (40%), Value-Added Plan (20%), Cost Proposal (Pass/Fail, evaluated mathematically with best price receiving most points), and Interview (40%). Contract award is anticipated December 15, 2026. Insurance requirements include general liability of at least $1 million per occurrence, comprehensive automobile liability of $1 million per occurrence, and workers' compensation per Colorado law.
Opportunity text
The City of Longmont seeks a qualified Design-Build Team to deliver a multi-phase renewal of Clark Centennial Community Park. The park's aging infrastructure, electrical systems, drainage deficiencies, worn sports surfaces, outdated facilities and structures, and areas of ADA non-compliance require a comprehensive assessment and reinvestment strategy to address critical safety and code-related deficiencies and establish a long-term plan for park renewal. This is a Best Value Approach (BVA) Request for Proposals, a unique procurement method. The City will present training to understand and properly apply the BVA method in the Pre-Proposal Conference. Attendance is highly recommended to understand how to respond successfully to this RFP.
