About this opportunity

The City of Pittsburgh Office of Management and Budget, on behalf of the Department of Human Resources & Civil Service, is requesting proposals for Civil Service Physician and/or Medical Review Officer services under RFP #2026-RFP-155, with proposals due September 14, 2026 at 2:00 p.m. via electronic submission through the City's e-Procurement Portal.

Respondents must demonstrate good faith efforts to achieve 18% minority-owned business enterprise participation, 7% women-owned business enterprise participation, and 5% veteran-owned small business participation, and must complete and submit the EORC Participation Form. Proposals may address civil service physician functions only, certified medical review officer functions only, or both functions collectively.

The scope encompasses civil service medical examinations, fitness-for-duty evaluations, medical review officer functions, and drug testing oversight for municipal employees in arduous, non-sedentary positions. Target employee populations include Police (778), Fire (680), Paramedics (184), and other departments. Based on 2024–2025 historical data, the City anticipates approximately 872–837 pre-employment/promotional/return-to-work medical examinations annually, 126–169 examinations with stress tests, and 1,400–1,571 MRO drug test reviews and specimen collections annually. Respondents must provide detailed cost proposals with breakdowns for all specified medical tests and services, including pre-employment examinations, promotional examinations, return-to-work evaluations, stress tests, fitness-for-duty assessments, and MRO drug test reviews, in accordance with Exhibit A remuneration requirements.

The contract term runs four years from January 1, 2027 through December 31, 2031. The City reserves the right to contract with multiple individual physicians or groups and does not commit to accepting any proposals. Evaluation is weighted as follows: firm qualifications and experience (15%), project team qualifications (15%), project approach and plan (30%), cost proposal (30%), and MWDBE/VOSB good faith effort (10%). A non-mandatory pre-proposal meeting is scheduled for August 18, 2026. Written questions are due September 1, 2026. Contract award is anticipated in September or October 2026.
