About this opportunity

The Town of Berlin, Connecticut is soliciting proposals through a Request for Proposals (RFP) for civil engineering design and construction administration services for the Berlin Senior Center Parking Lot Upgrade project located at 31 Colonial Drive, Berlin, CT 06037. The procurement seeks a qualified architectural/engineering firm to conduct a comprehensive assessment, prepare design documents and project cost estimates, obtain regulatory permitting approvals, provide bidding assistance, and deliver construction administration services for parking lot upgrades and accessibility improvements. Key project objectives include relocating ADA-compliant parking spaces closer to the senior center entrance, maintaining the Berlin Housing Authority's 21 reserved parking spaces in the north lot, and increasing the total number of parking spaces from the current 85 spaces to 101 spaces. Deliverables include preliminary engineering assessments, final design documents, permit applications, construction documents, bidding support, and as-built surveys upon project completion. Required qualifications include three years of documented experience successfully performing similar services for Connecticut municipal governments of comparable size and maintaining appropriate professional licensing. The evaluation criteria emphasize best value to the Town, considering experience, references, service quality, responsiveness, past performance, and cost. Interested parties must submit questions by May 1, 2026 at 10:00 a.m., with final proposals due May 8, 2026 at 10:00 a.m. through the Town's OpenGov Procurement portal at https://procurement.opengov.com/portal/berlinct, with an anticipated contract start date of May 2026.

No specific set-aside designations or disadvantaged enterprise restrictions are identified in the RFP documentation. The Town is an equal opportunity employer that does not discriminate based on protected characteristics and will not discriminate in the contractor selection process. Successful proposers must maintain comprehensive insurance coverage including worker's compensation, general liability insurance of $1,000,000 per occurrence, professional liability insurance of $1,000,000, umbrella liability of $1,000,000, and comprehensive automobile liability of $1,000,000. Proposers must submit three professional references, a Certificate of Insurance naming the Town as an additional insured, a W-9 form, and certification of compliance with all RFP terms and conditions. The Town is exempt from federal excise taxes and Connecticut sales and use taxes, which must not be included in pricing submissions. Pricing shall be submitted on a lump-sum basis using the Town's electronic pricing table for defined line items, with the contract period and compensation negotiated to mutual agreement of the parties, though specific budget ranges or maximum award values are not disclosed in the available RFP documentation.
