About this opportunity
The City of Pembroke Pines, located in Broward County, Florida, is seeking qualified contractors through Invitation for Bid (IFB #PSPW-26-04) to provide comprehensive citywide pressure washing services. The solicitation encompasses pressure washing of sidewalks, medians, curbs, walls, fences, roofs, and miscellaneous surfaces across the municipality, with an estimated 135,967 square feet of ground-level work distributed across 30 specified areas, plus additional quantities for walls, fences, and roofs totaling approximately 38 billable line items. Bidders must submit firm, fixed unit prices for all line items and must possess a minimum of three years' experience working for municipalities with similar scope, EPA Lead-Safe Certification, and equipment featuring a minimum 1,000-gallon water tank with 10 GPM at 3,000 PSI pressure capacity. The initial contract term is two years with two additional two-year renewal options available, and contractors must comply with the City's Noise Abatement Ordinance (Chapter 96), which restricts construction equipment operation between 6:00 p.m. and 7:00 a.m., with sound level limitations of 65 dBA daytime and 60 dBA nighttime in residential areas and 70 dBA daytime and 65 dBA nighttime in commercial areas. The question submission deadline is April 20, 2026; a non-mandatory pre-bid meeting is scheduled for April 13, 2026 at 10:00 AM at 8300 South Palm Drive; bids are due May 5, 2026 at 2:00 PM with opening at 2:30 PM the same day; City Commission award recommendation is expected June 17, 2026; and the Notice to Proceed will be issued by July 1, 2026. Required qualifications include comprehensive general liability insurance ($1,000,000 per occurrence), workers' compensation coverage, auto liability insurance, pollution liability insurance, and an umbrella policy of $2,000,000, with no subcontracting permitted and all staff required to be directly employed by the contractor.
The solicitation includes local vendor preferences: 5 percent preference for Local Pembroke Pines Vendors, 2.5 percent for Local Broward County Vendors, and 2.5 percent for Veteran-Owned Small Businesses. The contract is subject to Davis-Bacon prevailing wage requirements under Executive Order 14026 (requiring minimum $17.75 per hour or applicable wage determination rate, whichever is higher, for 2025) and HUD Section 3 requirements for contracts exceeding $200,000, mandating that 25 percent of total project hours be worked by Section 3 workers and 5 percent by Targeted Section 3 workers, with contractors required to submit Section 3 Assessment and Certifications (Form 1) with all bids. Contractors must register with the E-Verify system, comply with all applicable environmental regulations, and provide evidence of paid sick leave compliance (one hour per 30 hours worked, up to 56 hours annually) as required by Executive Order 13706. No proposal security, performance bonds, or payment bonds are required for bid submission, though specimen contract documents indicate performance and payment bonds equal to 100 percent of project value may be required upon award. Annual rate adjustments are permitted after the first contract year based on the CPI-U Miami Fort Lauderdale Area or four percent, whichever is less, but not less than zero. The estimated project cost is $700,000, providing a budget framework for bid evaluation and award considerations.
