The City of Redondo Beach, California Department of Public Works is requesting sealed bids for the Citywide Curb Ramp Improvements 2024 Project (Job No. 40399), with electronic proposals due August 27, 2026 at 10:00 a.m. through the City's OpenGov procurement portal. This is a federally funded construction project (HUD grant B-26-MC-0528) subject to prevailing wage requirements under both California Labor Code Section 1770 and the Davis-Bacon and Related Acts, with the higher rate applying in case of conflict.

Bidders must hold an active California Class "A" contractor's license, possess a minimum of five years of applicable experience in curb ramp and related public works construction, and demonstrate five recently completed similar projects. The project scope spans twelve citywide locations and includes removal and reconstruction of non-compliant curb ramps; asphalt and Portland cement concrete (PCC) pavement work; ADA-compliant curb ramp installations (Case A Type 1, Case B Type 1, and Case B Type 2 configurations); cross gutters; curb and gutter systems; truncated dome installations; utility adjustments including manhole and valve box elevation; and pavement restoration. The bid schedule contains 23 line items totaling 24 ADA curb ramps, 3,679 square feet of 4-inch PCC sidewalk, 820 linear feet of Type A2 curb and gutter, and related work.

The estimated project cost is $800,000. The contract completion deadline is 60 working days after Notice to Proceed. A bid bond of not less than 10 percent of the total bid amount is required at submission; the original physical bid bond with wet signature must be received by close of business on the third day after bid opening. Performance, payment, and maintenance bonds are required upon award. Liquidated damages are $1,000 per day for failure to meet the completion deadline. Five percent retention is withheld from payments unless contractors substitute equivalent securities. All contractors and subcontractors must register with the California Department of Industrial Relations. The contractor bears all costs for traffic control, material testing, utility coordination (including DigAlert 811 notification), and three-day advance notification to affected businesses.
