About this opportunity
The City of Albany, Georgia Procurement Division is requesting sealed proposals for consultant services to conduct a city-wide property survey funded by a Community Development Block Grant for Disaster Recovery, with proposals due December 29, 2021 at 5:00 p.m. EST. The City strongly encourages Small Business firm participation.
The scope requires a "windshield" inventory of property conditions across every parcel within Albany's jurisdiction, conducted from the right of way using tablet computers provided by the City. The selected firm must assess and photograph each parcel, documenting occupancy status, structure type, exterior condition grades (on a scale of 1–5), code issues, unrepaired storm damage, siding materials, number of stories, fire escape conditions, landscape conditions, and flood vent presence. Deliverables include a publicly accessible web-based database and analysis supporting development of a resiliency plan addressing building codes, utilities, and flood prevention. The survey must be completed within 12 months of contract award.
Qualified firms must have been in business under their present company name for a minimum of one year, with principals not declared in default on any contract within the previous five years. Assigned personnel must collectively possess at least five years of experience on projects of similar scope and complexity. Firms must be prequalified through GDOT prior to submittal and must demonstrate compliance with the Georgia Security and Immigration Compliance Act, including E-Verify participation. Required insurance includes Workers' Compensation, Public Liability with minimum limits of $1 million per occurrence and $2 million general aggregate, and Umbrella Liability of $2 million.
Evaluation follows the Brooks Act methodology, with the top three qualified firms potentially invited for interviews before negotiations commence. The City will evaluate submissions based on firm experience, personnel qualifications, proposed methodology, schedule, sample work products, client references, and cost. Pricing shall be submitted in a separate sealed envelope indicating total not-to-exceed cost and anticipated reimbursable items, with payment terms specified by the respondent (Net 30 unless otherwise stated). The contract was awarded to Ivueitt.
Opportunity text
Sealed proposals will be received by the City of Albany, Procurement Division, 222 Pine Avenue, Suite 260, Albany, Georgia 31701, until 5:00 pm EST, on December 29, 2021, for a qualified firm/team to develop a city-wide property survey. The City received a Community Development Block Grant for Disaster Recovery (CDBG-DR) to collect information about every parcel within its jurisdiction. The survey will be a "windshield" inventory of property conditions that will be used to develop a publicly accessible web-based database. The information will be utilized by many City Departments as well as the general public. The data will also be analyzed to create a resiliency plan that identifies areas such as building codes, utilities, and flood prevention, which could be modified to make the community more resistant to future natural disasters. Additional details are included in this document. This project is funded by the Georgia Department of Community Affairs.
