The City of Edinburg Public Works Department is requesting sealed bids for City Wide Pavement Markings (RFB #2026-13) to apply thermoplastic markings throughout the city limits, with bids due June 23, 2026 at 3:00 p.m. and public opening the same day at City Hall Community Room. A local-vendor preference applies to bidders whose principal place of business is within Edinburg and whose bid is within 5% of the lowest bid price, in accordance with Texas Local Government Code Section 271.9051.
The scope encompasses 49 line items: elimination of existing pavement markings in widths of 4", 6", 8", 12", and 24"; application of reflective thermoplastic pavement markings (solid, broken, and dotted patterns) in yellow and white; installation of raised pavement markers (Type I-C, II-A-A, and II-B-B); placement of specialty markings including directional arrows, word legends, fire lane markings, handicap symbols, and parking lot striping; pavement sealer application; and asphalt crack sealing. Markings must meet a minimum thickness of 0.100 mil finished with glass beads at 50 lbs per 100 square feet or comply with TXDOT specifications. Line item quantities range from 3 to 45,000 units. All bids must be submitted on a unit rate basis with pricing covering materials, labor, equipment, and incidental costs. The contractor must provide service completion within 24 to 48 hours of request and maintain all necessary traffic control.
The contract runs from fiscal year 2026-2027 through September 30, 2027, with the City reserving the right to extend for two additional one-year increments if performance is satisfactory and unit prices remain unchanged. Payment is on a unit price basis for quantities actually installed, net thirty days from invoice receipt following completion and inspection. A 12-month manufacturer's warranty period commences from final delivery. Questions are due June 17, 2026 at 3:00 p.m. Contractors must carry comprehensive general liability, auto liability, workers' compensation, and employer's liability insurance with the City named as additional insured, and submit certificates of insurance, questionnaires, and certifications including HB 89 (Israel boycott), SB 13 (energy company boycott), and SB 19 (firearm entity non-discrimination) verifications.
