Proposers must hold all necessary business and professional licenses and demonstrate a minimum of five years of experience providing surveying services to California public agencies. The scope includes reviewing final and parcel maps for recordation compliance under California's Subdivision Map Act and Land Surveyors Act; rendering professional opinions on tentative maps and lot line adjustments; preparing boundary descriptions and plats; conducting field surveys; performing GIS-related work; and meeting with professional consultants and City staff. The cost proposal must be all-inclusive with no separate reimbursement for travel, telephone, or copying costs.

The initial contract term is up to three years at the City's discretion, with options to extend for up to two additional one-year terms, totaling up to five years. The contract may continue on a month-to-month basis not exceeding six months if outstanding work remains. Compensation is structured as monthly or upon-completion billing for actual fees, costs, and expenses as specified in a Schedule of Fees exhibit.

Evaluation criteria weight cost at 21.1 percent of the total score, with the lowest-cost proposer not guaranteed award. Prospective interviews are scheduled for October 21, 2026. Before contract execution, the contractor must provide proof of insurance including Commercial General Liability, Commercial Automobile Liability, Workers' Compensation, and Professional Liability, each with minimum $1,000,000 coverage (per claim for Professional Liability). All work products become exclusive property of the City. The contract is subject to California law, Executive Order N-6-22 regarding Russian sanctions compliance, and federal compliance provisions including prevailing wage and debarment requirements where applicable.
