About this opportunity
The City of Stamford, Connecticut has issued a Request for Qualifications (RFQ) for the East Main Street Pedestrian Safety Improvements Project, seeking a consulting engineering firm to prepare comprehensive design plans and documents for infrastructure enhancements along East Main Street. The project, funded through the Transportation Alternatives (TA) Program, involves upgrading approximately 2,000 linear feet of roadway between Lincoln Avenue/Lockwood Avenue and Standish Road, with specific deliverables including concrete sidewalk installation on both street sides, concrete curbing, crosswalks, curb ramps, retaining wall repairs, and pedestrian infrastructure improvements. Key project components encompass pedestrian signal upgrades, Rectangular Rapid Flashing Beacons, a pedestrian refuge island, full signal replacements, streetlights, new bus shelters, pedestrian safety and speed feedback signs, and additional street trees. Evaluation criteria will focus on design and technical competence, work performance capacity, past performance record, and knowledge of Federal, State, and Municipal procedures. Sealed qualifications must be uploaded to ProcureWare by 4:00 pm on June 12, 2025, with questions accepted until 2:00 pm on May 22, 2025, and all proposers must possess a Unique Entity ID and be registered with SAM.gov.
The procurement includes a Disadvantaged Business Enterprise (DBE) sub-consultant goal of five percent of the original agreement value, providing opportunities for smaller or minority-owned businesses to participate. Personnel responsible for the project must hold a valid Connecticut Professional Engineer's License, ensuring technical competency and local regulatory compliance. The projected construction cost is estimated at $5,250,000, with the design fee to be negotiated on a Lump Sum basis. The City of Stamford reserves the right to accept or reject any submissions and to waive any technicalities in the best interest of the city. Proposing firms will need to demonstrate comprehensive capabilities in municipal infrastructure design, pedestrian safety improvements, and transportation engineering, with a particular focus on urban street reconstruction and enhancement projects.
