About this opportunity
City of Sylvester, Georgia is requesting qualifications for airport planning and environmental consulting services supporting the Sylvester Airport Capital Improvement Plan under an RFQ with statements of qualifications due October 15, 2026. Current prequalification with the Georgia Department of Transportation (GDOT) in Area Classes 1.08 Airport Master Planning and 2.09 Airport Design is mandatory.
The scope encompasses on-call professional planning and environmental services including geotechnical investigations, topographic surveying, environmental assessments, preliminary and final design, bidding support, airport system master planning, noise compatibility planning, aviation forecasts, facility requirements determination, airfield modeling, airport layout development, compatible land-use planning, site selection studies, and financial planning. The City intends to execute a five-year Master Agreement with the selected consultant, who will negotiate individual work authorizations and task orders on an assignment-by-assignment basis.
The anticipated project portfolio spans 23 projects scheduled from 2027 through 2032, with individual project values ranging from $40,000 to $4.5 million and a combined total of approximately $11.6 million. Funding sources include Federal and State grants. This is a qualifications-based selection process; pricing and cost information are excluded from submissions. For federally funded projects exceeding $250,000, DBE utilization is required with an FY 2027 DBE goal of 0%; certified firms must be prequalified through the Georgia Uniform Certification Program.
A Selection Committee will evaluate qualifications on 12 criteria: capability and experience, key personnel qualifications, schedule capability, quality of previous work, subconsultant qualifications, construction inspection capabilities, understanding of project challenges, geographic proximity, aesthetic and architectural capabilities, DBE compliance, and value engineering capabilities. Questions are due October 7, 2026, with responses provided by October 9, 2026. Sealed statements of qualifications must be delivered to Sylvester City Hall, 101 North Main Street, Sylvester, GA 31791, by 4:00 PM on October 15, 2026. Consultants may request an airport site visit prior to submission.
