About this opportunity

The City of Stone Mountain, Georgia is requesting proposals for a four-year independent audit services contract under RFP 2026_AUD, with proposals due June 30, 2026 at 5:00 PM EDT. The selected firm must be a Certified Public Accountant practice qualified to conduct financial and compliance audits for four consecutive fiscal years beginning with the year ended December 31, 2025 through December 31, 2028.

The scope encompasses audits performed in accordance with generally accepted auditing standards issued by the American Institute of Certified Public Accountants and Government Auditing Standards issued by the Comptroller General of the United States, with specific emphasis on compliance with Georgia's Official Code of Georgia Annotated and local government requirements, including verification of Special Purpose Local Option Sales Tax expenditures and hotel/motel tax compliance. Deliverables include twenty printed and bound copies plus one electronic copy of the independent auditor's report, report on internal control and compliance, and a management letter. The selected auditor must retain all documentation for five years after final payment.

Proposals must include a completed mandatory Pre-Qualification Form, a Technical Proposal demonstrating municipal and regulatory audit expertise with a detailed work plan including timeline and staffing estimates, and a Cost Proposal with multi-year fee breakdown and all-inclusive out-of-pocket expenses. Travel, lodging, and meal reimbursement must be built into the total contract amount at the City's prevailing employee rates.

Evaluation will emphasize technical factors including firm profile and stability, municipal and regulatory audit expertise, and work plan adequacy, with cost given more importance when other criteria are relatively equal. The City reserves the right to conduct interviews, negotiate final contract terms with the highest-ranked proposer, reject any unreasonably low proposals, and request clarifications from all proposers. Technical inquiries are due June 23, 2026. Proposals must be submitted electronically to RFP@stonemountaincity.org; late submissions will be disqualified.
