About this opportunity

The City of St. Petersburg is requesting qualifications for consulting services to develop a comprehensive vulnerability assessment and resilience plan addressing climate change impacts, with responses due February 27, 2025 at 3:00 p.m. The city may select one firm for each project (Project A: Vulnerability Study; Project B: Resilience Plan) or a single firm for both, at its discretion.

The vulnerability assessment must comply with Section 380.093 of Florida Statutes and analyze critical city assets at risk from sea-level rise and environmental threats—including roads, bridges, transportation networks, utilities, and telecommunications systems. The 2017 assessment found that 48% of St. Petersburg residents live in Special Hazard Flood Zones. The resilience plan requires community and stakeholder engagement, development of resilience strategies and implementation frameworks, and a funding roadmap. The project is funded through a Resilient Florida grant.

Firms must demonstrate experience developing at least three climate resilience plans for local governments with populations exceeding 200,000, with a project manager who has led at least one such plan. Key personnel must have a minimum of ten years of applicable experience. Required technical competencies include hydraulic modeling, climate data integration, decision-science expertise, GIS and CADD capabilities, and facilitation skills. Proposals are limited to 50 pages and must address project approach, team composition, safety protocols, references with a minimum program value of $200,000, and business outreach plans.

The total project budget is $679,500, with $279,500 from grant sources. Points are allocated for Team Background and Key Staff Availability (30 points), Experience and Relevant Project Examples (25 points), and Project Approach (20 points). Additional points are available for Disadvantaged Business Enterprise, Minority Business Enterprise, Small Business Enterprise, and Woman Owned Business Enterprise certifications. Questions are due February 18, 2025. Evaluation and interviews are scheduled for March 14 and March 31, 2025, respectively.
