About this opportunity
The City of Raleigh is requesting proposals for fuel delivery and related services, including gasoline and diesel supply, aboveground and below ground storage systems (500 to 20,000 gallons capacity), fleet management technologies and software, electric vehicle supply equipment, and fleet management services, with proposals due September 18, 2026 at 3:30 p.m. EST.
The scope encompasses fuel delivery in various formulations, grades, and blends; fuel inventory monitoring; mobile fueling; fleet sanitizing; storage hardware and software; fleet management software solutions; and EV charging infrastructure and services. Turn-key solutions combining equipment, products, and services are encouraged, though products-only proposals may be appropriate in certain circumstances. Proposers must provide at least five references from the past five years.
Evaluation uses a weighted scoring system: Corporate Background and Experience (20 points), Firm Financial Stability (20 points), Project Understanding (20 points), Project Approach (15 points), Team Firm Experience (10 points), and Proposed Cost (15 points). The cost criterion awards maximum points to the lowest-cost proposal; proposals exceeding twice the lowest cost receive zero points. Selected proposers may participate in Stage 2 interviews and demonstrations worth up to five additional points.
The contract term will be defined in the executed agreement, with a maximum term not exceeding five years. The initial contract may include renewal options.
Submissions must include one signed original, one electronic PDF on a USB Flash Drive, and five copies, delivered to George Francis at 2501 N. Raleigh Blvd, Raleigh, NC 27604. Proposals must contain a cover letter, corporate background with references, audited/reviewed/compiled financial statements with supporting documentation, project understanding and approach with schedule, team composition with resumes, and detailed cost breakdown. Questions are due September 4, 2026, with City responses anticipated by September 11, 2026. Evaluation meetings are anticipated for September 25, 2026, and selection announcement is tentatively scheduled for October 2, 2026. The City reserves the right to reject any or all proposals, cancel the RFP, and make no selection if proposals exceed fiscal constraints or are not in the City's best interest.
