About this opportunity

The City of Philadelphia is seeking quotes for flags under a micro purchase opportunity with proposals due July 20, 2026. The solicitation will be awarded as a whole or by line item, whichever serves the City's best interests, to the lowest responsive and responsible bidder.

Sellers must quote all items to be eligible for award. The contract ceiling is $45,000, adjusted annually by the Consumer Price Index increase from January 1, 2020, to the most recently published CPI-U and rounded to the nearest thousand dollars. The contract term is 365 days from the effective date specified in PHLContracts, with automatic termination at the end of that period.

All quoted prices must be net and exclusive of taxes. Payment is contingent upon delivery and City approval, with electronic deposit as the required payment method. Sellers are prohibited from submitting multiple quotes for the same products or services. Quotes will be rejected or accepted within 60 days of the submission date.

The seller must maintain workers' compensation insurance at statutory limits, general liability insurance of $500,000 per occurrence, and automobile liability insurance of $300,000 per occurrence. The successful seller must obtain a Philadelphia business tax identification number and comply with applicable business income, net profits, and wage taxes. The Local Business Entity (LBE) Program does not apply to small order purchases, though the LBE certification question must be answered to proceed.

All quotes must be submitted through the PHLContracts portal (www.PHLContracts.phila.gov). Sellers must complete all required tabs, download and save all attachments, and submit a signed Consent and Authorization form with their quote. Vendors should use the "Save & Continue" function on every tab to ensure proper submission. The contract is governed by Pennsylvania law with exclusive jurisdiction in the Court of Common Pleas of Philadelphia County.
