About this file
This document is a Seller Checklist for Small Order Purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform. The checklist provides step-by-step guidance for vendors submitting quotes for the City of Philadelphia Flag micro purchase opportunity. Sellers must complete all required tabs in the system, including the General Tab where they confirm their business status, the Items Tab where they enter unit costs for each listed item, the Questions Tab where they answer mandatory questions, and the Terms & Conditions Tab where they review and accept bid terms. The micro purchase will be awarded as a whole or by line item, whichever is in the best interest of the City, to the lowest responsive and responsible bidder. Sellers must quote all items in order to be eligible for award and should not deliver or provide services until notified by the department.
The checklist emphasizes critical submission requirements, including maintaining the correct Seller role in the system, downloading and saving all attachments, and submitting an executed Consent & Authorization form with every quote. Vendors are required to complete all steps and address any red validation warnings before submitting their quote through www.PHLContracts.phila.gov. The document notes that the Local Business Entity (LBE) Program does not apply to Small Order Purchases; however, the LBE certification question must still be answered to proceed. An optional LGBTQ Applicant Opportunity Data Form is available for submission. All quotes must be submitted through the PHLContracts portal, and vendors are instructed to use the "Save & Continue" function on every tab to ensure proper submission.
