About this opportunity

The City of Newark, New Jersey is seeking governmental consulting and legislative services through RFP #2025-RFP-008, with electronic proposals due on May 20, 2025, at 10:15 am via the city's e-Procurement Portal. The primary objective is to identify multiple government relations firms capable of developing and executing a comprehensive government affairs strategy that will advocate for and advance funding requests for Newark's priorities through Congressional annual appropriations and federal competitive grants. Selected consultants will work closely with the Office of the Business Administrator, Mayor's Office of Policy Advisors, and other city officials to advance the city's strategic legislative agenda during a 24-month contract period. The evaluation criteria include experience (25%), abilities (25%), budget (20%), RFP requirements (20%), and professional references (10%), with proposals scored on a 0-100 point scale. Respondents must submit detailed documentation including contact information, professional capabilities, references, a New Jersey Business Registration Certificate, Certificate of Employee Information Report, and W-9 form. Prospective vendors should note that questions regarding the RFP were due by May 13, 2025, and the city reserves the right to negotiate services, deliverables, scheduling, and budget.

The RFP does not explicitly indicate specific set-aside designations or restrictions for disadvantaged enterprises. The proposed budget for these consulting services is not to exceed $180,000 annually, with the selected consultant responsible for all expenses during the contract period. Respondents must complete mandatory compliance documents, including an Exhibit A for Mandatory Equal Employment Opportunity Language, an Americans with Disabilities Act attachment, a Statement of Ownership Disclosure, and forms disclosing investment activities in Iran and Sudan. The city emphasizes transparency and ethical procurement, requiring detailed disclosures about business ownership, potential criminal convictions, and political contributions. While no incumbent vendors are mentioned, the RFP suggests the city is seeking a fresh approach to governmental consulting that can effectively navigate federal funding opportunities. Potential bidders should be prepared to provide comprehensive government relations services and demonstrate a strong track record of securing legislative and funding achievements for municipal clients.
