About this opportunity
The City of Newark Department of Health and Community Wellness, Office of Homeless Services is requesting proposals from Newark organizations to serve as sub-recipients under the Housing Opportunities for Persons with HIV/AIDS (HOPWA) program for program year 2026-2027, with proposals due August 31, 2026 at 10:30 a.m. via the City's e-Procurement Portal. A non-mandatory technical assistance meeting was held July 29, 2026; written questions are due August 21, 2026 at 5:00 p.m.
Eligible applicants must be incorporated nonprofit organizations with IRS 501(c)(3) status or governmental housing agencies, demonstrate good standing with the City of Newark, State of New Jersey, and federal governments, and hold no federal debarment. The City prioritizes agencies providing direct services in-house and will consolidate long-term rental assistance activities into fewer sub-recipients.
The scope includes tenant-based long-term rental assistance and operating costs for facility-based housing serving low and moderate-income Newark residents and benefiting the Newark NEMSA (metropolitan statistical area). Tenant-based rental assistance shall not exceed the difference between HUD-approved subsidy standards and the eligible person's required rent payment, with monthly assistance capped at the lesser of published Section 8 fair market rent rates or reasonable rent. Administrative expenses are capped at 7 percent of total program allocation. Pricing is based on hourly rates for personnel classifications; proposers must submit detailed rate schedules.
The contract term runs January 1, 2027 through December 31, 2027. Selected sub-recipients must maintain general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, workers' compensation insurance, and list the City as an additional insured. Proposals must include certificates of insurance, audited financial statements or IRS Form 990, articles of incorporation, three references, board member information, federal non-debarment certification, and City of Newark compliance forms. Award recommendations proceed to City Council approval of the "Apply and Accept Resolution" and "Budget Insert" before contract execution. Funding derives from the HUD HOPWA formula grant allocation to the City of Newark.
