About this opportunity

The City of Marinette, Wisconsin is seeking a contractor to provide Shared-Ride Taxi Services through a Request for Proposals (RFP) for door-to-door, demand-responsive transportation within the city and surrounding areas. The service will operate seven days a week, covering Marinette and limited routes to Peshtigo and Menominee, Michigan, with accessibility for all residents including adults, students, elderly, and disabled populations. Contractors must maintain a minimum fleet of four vehicles (2015 or newer), operate a centralized dispatch system staffed 13 hours daily, and provide approximately 235 weekly vehicle/driver hours across varying schedules. Proposals will be evaluated using a 100-point scoring system: Professional Competence (20 points), Capacity (25 points), Experience (25 points), and Price (30 points). Key proposal deadlines include questions due by September 3, 2025, and proposals due by September 16, 2025, at 10:00 AM CT. The contract will run from January 1, 2026, through December 31, 2027, with three optional one-year renewal periods, and requires advanced reservation and wheelchair-accessible services during regular business hours.

The procurement is funded by federal grant monies totaling $495,851 through Section 5311 transit operating funds, which mandates compliance with federal clauses and Disadvantaged Business Enterprise (DBE) requirements. The Wisconsin Department of Transportation's DBE transit goal is set at 1.61% for FFY 2023-2025, and vendors must complete a Bidders List form documenting prime and subcontractors. Contractors must participate in WisDOT's Drug and Alcohol Testing Consortium and maintain $1,000,000 minimum combined single limit automobile liability insurance. The contract will use a firm-fixed pricing structure with option years adjusted by the Consumer Price Index (CPI-U). Passenger fares collected will be tracked, reported, and credited to the municipality, with the contractor paid based on actual service hours performed minus collected revenues. The procurement allows for potential expansion through three optional one-year renewal periods, with pricing potentially adjustable based on CPI-U rates.
