Firms must submit electronic qualifications through the North Carolina Vendor Portal by 4:00 pm on July 31, 2025, with the City anticipating selection between August 1-7, 2025, and completing the contracting process by August 20, 2025. The project will be funded through the Clean Water State Revolving Fund (CWSRF) and will maintain the existing 6.0 MGD treatment capacity of the WWTP. Submissions are limited to fifteen 8.5 x 11 pages with a minimum 11-point font, requiring detailed information about company background, proposed staff, project experience, and references.

The solicitation does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. The City reserves the right to waive informalities in the selection process and to select the firm most advantageous to the City, with the intent to award a single contract for engineering services. While no incumbent vendors are identified, the project requires comprehensive engineering services including preliminary and design phases, planning, coordination, design, permitting, cost estimation, bidding, award services, construction administration, and construction observation. No specific budget range or award value is explicitly stated in the provided documentation. The project involves upgrading existing infrastructure without increasing the treatment plant's capacity, suggesting a focused improvement approach. The City's procurement strategy emphasizes technical capability and relevant experience in municipal water and wastewater infrastructure projects, with a clear focus on resolving specific operational challenges at the Lower Creek WWTP.
