About this opportunity

The City of Leander, Texas is soliciting bids under Invitation for Bid 27-001 for construction services on its Pond Maintenance 2027 Project, with responses due November 12, 2026 at 2:00 p.m. and vendor questions due November 3, 2026. Responses must be submitted electronically through the City's e-Procurement Portal at https://leandertx.bonfirehub.com/, and vendors must register in the portal before submitting.

The work covers removal of sediment, debris, and unwanted vegetation from splitter boxes, sedimentation ponds, and storm outfalls; removal and repair of gabion rock baskets, rock riprap, and concrete flumes per plans; replacement of sand filter and gravel rock media at designated locations; and flushing, jetting, and cleaning of underdrain pipes and cleanouts within detention ponds. All components must be restored to their originally designed condition. Bidders submit unit prices and extended amounts on a bid form whose line items include work at the Lakeline Ranch Phase 1 Pond, and the agreement is structured on a unit-cost basis.

Bid security equals five percent of the total bid amount, delivered by certified check, money order, or bid bond. The successful respondent must furnish performance and payment bonds equal to the project price within ten days of agreement execution and maintain workers' compensation, builder's risk, commercial general liability, and commercial automobile liability coverage before Notice to Proceed. The supplementary conditions set general liability at $1 million per occurrence and $2 million aggregate, with employer's liability and automobile liability at $1 million. Prevailing wage rates under Texas Government Code Chapter 2258 apply, with penalties of $60 per worker per day for noncompliance. The respondent must designate a Project Manager and Site Superintendent who cannot be substituted without written City approval, provide a one-year warranty on labor and materials, and submit a project close-out checklist and warranty program information with the bid. Liquidated damages of $500 per calendar day apply to delays beyond the agreed delivery date.

Work must reach a not-to-exceed project delivery deadline of August 31, 2027, and award is expected on or before January 21, 2027. Unit-price items are subject to reevaluation if the bid price amounts to five percent or more of the contract price and quantities vary by more than 20 percent from estimates. Payment is made within thirty days of acceptance under the Texas Prompt Payment Law. No pre-bid meeting will be held, but contractors are encouraged to visit project sites. Answers to questions will be posted by November 6, 2026. The City reserves the right to reject any or all responses, split awards, or make non-award determinations.
