About this opportunity

The City of Jackson is seeking a ready-mix concrete continuous delivery services contractor for the Department of Public Works under an RFP with a response deadline of June 18, 2026 at 11:30 a.m. The contract carries federal compliance requirements tied to Community Development Block Grant and HUD funding, including Davis-Bacon prevailing wage standards for contracts exceeding $2,000, Section 3 employment preferences for low- and very low-income persons on projects exceeding $100,000, and affirmative action requirements for minority and women's business enterprises.

The scope encompasses as-needed ready-mix concrete design mixtures and incidental materials for construction and emergency-repair projects during business hours and 24/7 on-call emergency capability. The pricing proposal spans four categories: delivery fees (with rates for business hours, small loads, multiple stops, early/late hours, weekend, seasonal variations, frost-law loads, demurrage, and return trips); delivered materials (ready-mix concrete specifications, winter mix, mason sand, repair materials, and additives); delivered miscellaneous items (manhole components, rebar, highway safety equipment, and concrete accessories); and materials for pickup (aggregates, crushed materials, and equipment). Bidders must provide unit pricing on a standardized bid sheet.

The contract term is one year with four one-year renewal options contingent on mutual approval, with a 3% increase per renewal year. Award will be made to the single lowest responsible bidder, subject to City Council approval if the contract exceeds $75,000. If the awarded contract value is $50,000 or greater, the contractor must provide a performance bond, labor and material payment bond (both at 100% of contract price), and a maintenance and guarantee bond (at 25% of contract price). Required insurance includes commercial general liability, automobile liability, and workers' compensation coverage with minimum limits ranging from $300,000 to $1,000,000 depending on project scope. Contractors must comply with equal employment opportunity requirements, submit a non-collusion affidavit, provide references, and maintain compliance with Michigan Right to Know regulations and hazard communication standards.
