About this opportunity

The City of Fernandina Beach is requesting sealed bids for construction of Waterfront Resiliency Segment 1, a waterfront resiliency system featuring approximately 613 linear feet of steel sheet pile resiliency wall and associated utility, drainage, and roadway improvements under ITB 26-11, with bids due August 12, 2026 and a mandatory pre-bid meeting on July 14 at 10:00 a.m. at City Hall Commission Chambers — non-attendance renders bidders non-responsive.

The scope includes installation of approximately 613 linear feet of steel sheet pile resiliency wall, 620 linear feet of new 8-inch watermain, two new 24-inch RCP outfall pipes with check valves, removal and replacement of two existing pipe culverts, abandonment of existing watermain by grouting, removal and replacement of approximately 11,050 square feet of asphalt roadway, and associated utility, drainage, and roadway improvements. Work requires coordination with existing utilities and drainage features. Bidders must hold a Florida EDP Pollutant Storage Contractor license and comply with E-Verify, drug-free workplace certification, public entity crimes statements, and all federal, state, and local requirements.

This is a unit price contract. The contractor must commence work within 30 calendar days of Notice to Proceed and complete all work within 120 calendar days, with substantial completion required before final completion within 30 additional days. A one-year warranty on materials and workmanship is required. Liquidated damages are assessed at $1,500 per calendar day for the first 20 days after the substantial completion deadline and $2,000 per day thereafter, plus $2,000 per day for each day after final completion deadline. Bid bonds are required if the bid exceeds $100,000; performance and payment bonds are required if the bid exceeds $200,000. Insurance requirements include workers' compensation, commercial general liability of $1 million per occurrence / $2 million aggregate, commercial automobile liability of $1 million, and umbrella coverage of $1 million minimum, with the City named as additional insured. The project is funded in part through a grant program requiring full compliance with eligible cost documentation, auditable records, certified payrolls, and lien waivers. Sealed bids are submitted through the DemandStar e-bidding platform by 2:00 p.m. August 12, with bid opening conducted via Zoom the same day.
