Deliverables include complete plans, specifications, and estimates suitable for TxDOT approval prior to construction bidding, coordination with City and TxDOT staff, management of public meetings for environmental clearance, and coordination of utility relocation identification. The selected firm must be administratively qualified with TxDOT or elect TxDOT's developed indirect cost rate, maintain appropriate insurance coverage, and certify non-debarment.
The total estimated project development cost is $5.301 million, with $5.278 million in federal TASA funding and $23,473 in state participation for indirect costs. The City's local match obligation of $1.055 million is satisfied through Transportation Development Credits; the City is responsible for 100 percent of any cost overruns. Contract scope covers design and planning phases only; construction letting, award, and inspection are performed by TxDOT. The assigned DBE goal is 0%, though respondents must furnish evidence of compliance or a good-faith effort.
Evaluation criteria are Firm Qualifications and Experience, Past Work Performance, Capacity to Perform, Familiarity with This Project, and TxDOT/FHWA-Funded Project Experience, each weighted at 20 points for a total of 100 points. Fee negotiation occurs only after qualifications-based ranking with the highest-ranked firm. City Council approval is anticipated by October 13, 2026, with contract negotiations to commence thereafter. SOQs must be delivered to the City Secretary's Office at 960 Early Blvd., Early, Texas 76802. No pricing information shall be included in SOQ submissions.
