About this file
This Request for Proposals (RFP) is issued by the City of Early, Texas, in partnership with the Texas Department of Transportation (TxDOT), soliciting sealed Statements of Qualifications for Engineering and Project Management Services for the City of Early 2025 Pedestrian Pathway project (CSJ 0923-06-099). The project scope encompasses the design and construction of sidewalk improvements, crosswalks, and pedestrian lighting along multiple corridors totaling approximately 1.94 miles, including FM 2525, Parkway Drive, Orchard Drive, Lucas Drive, Turtle Creek Drive, Meadow Glen Drive, Park Street, and Inez Street. The selected firm will be responsible for preparing complete plans, specifications, and estimates suitable for TxDOT approval prior to construction bidding, coordinating with City and TxDOT staff, managing public meetings for environmental clearance, and coordinating utility relocation identification. The SOQ submission deadline is October 6, 2026, at 3:00 p.m. Central Time, to be delivered to the City Secretary's Office at 960 Early Blvd., Early, Texas 76802. The procurement schedule anticipates City Council approval by October 13, 2026, with contract negotiations to commence following qualifications-based selection. The term of the contract is not explicitly specified in the document but covers the design and planning phases only, as construction letting, award, and inspection will be performed by TxDOT.
The project has a total estimated development cost of $5,301,473, with federal TASA funding of $5,278,000 and state participation of $23,473 for indirect costs. The City's local match obligation of $1,055,600 is satisfied through Transportation Development Credits (TDCs), and the City is responsible for 100 percent of any cost overruns. No pricing information shall be included in SOQ submissions, as this procurement follows qualifications-based selection (QBS) under 23 CFR Part 172, with fee negotiation occurring only after qualifications-based ranking with the highest-ranked firm. The assigned Disadvantaged Business Enterprise (DBE) goal is 0%, though respondents must furnish evidence of compliance or a good-faith effort. Evaluation criteria are limited to demonstrated qualifications across five categories: Firm Qualifications and Experience, Past Work Performance, Capacity to Perform, Familiarity with This Project, and TxDOT/FHWA-Funded Project Experience, each weighted at 20 points for a total of 100 points. The selected firm must be administratively qualified with TxDOT or elect to accept TxDOT's developed indirect cost rate, maintain appropriate insurance coverage, comply with all federal and state nondiscrimination and civil rights requirements, and certify that it and its principals are not debarred or suspended from federal assistance programs.
