About this opportunity

The City of Detroit Office of Contracting and Procurement on behalf of the Innovation and Technology Department is requesting proposals for a cloud-based hosting and engagement platform for geospatial data under RFP 546289, with proposals due August 28, 2026 at 3:00 PM EST. A pre-proposal conference is scheduled for August 13, 2026 at 1:30 PM via Microsoft Teams, and questions are due August 21, 2026 at 3:00 PM EST.

The scope comprises a fully integrated enterprise mapping platform with three primary components: cloud-based hosting and engagement supporting greater than 2,000 users with accessibility to existing ArcGIS Online data and future geospatial application development; on-premises mapping server software for enterprise GIS data management connected via API; and desktop software for creating, analyzing, managing, and sharing geospatial information. Required capabilities include mapping and visualization, data management, field mobility, monitoring, analytics, design and planning, decision support, constituent engagement, and sharing and collaboration. The City currently operates as an ESRI enterprise customer but will consider alternative sources and manufacturers meeting all required functionality. Respondents must provide comprehensive data access through direct database access, ODBC-compatible reporting databases, or API access in JSON, CSV, or XML formats with full API documentation and database schema.

The contract term is three years with renewal options requiring Detroit City Council approval. Respondents must demonstrate a minimum of three years of experience providing similar services for projects of comparable scope and size. Proposals are evaluated on relevant experience (35 points), capacity including key staff and resources (5 points), strength of proposal and ability to address city needs (40 points), past performance and references (10 points), and pricing (10 points). Detroit equalization credits of up to 10 additional points are available for Detroit-headquartered, Detroit-based, or Detroit resident businesses, or small and micro business concerns. The City anticipates one award and may conduct oral presentations and demonstrations. Proposals must remain firm for 120 days from the due date. Submission is through the EUNA Bonfire Supplier Portal at detroit.bonfirehub.com. Payment follows the City of Detroit Prompt Payment Ordinance on NET 30 basis.
