About this opportunity
The City of Cortland is requesting proposals for complete demolition, site clearance, and restoration of the Roundhouse Mill at 41 Elm Street, Cortland, New York, with proposals due July 20, 2026 and a mandatory walk-through on July 15 from 12:00–1:00 PM. The scope is controlled demolition of a three-story structure (approximately 9,200 square feet) with asbestos-containing material (ACM) in place, removal and disposal of all debris, silo removal, underground utility removal, backfill, grading, and final site restoration. All work must comply with the New York State Department of Labor's approved Petition for Asbestos Variance SH-67M3E (dated December 5, 2025) for controlled demolition with non-friable ACM in place.
Contractors must hold New York State asbestos-handling licensure and maintain a certified Asbestos Supervisor on-site at all times. Demolition activities requiring asbestos monitoring must be completed within fourteen consecutive calendar days; remaining work and restoration within forty-five calendar days unless approved in writing by the City. An Owner's Project Monitor licensed by NYSDOL will be on-site to oversee compliance and may issue stop work orders; standby costs are borne by the contractor. All bids must be lump-sum and fully inclusive of labor, materials, equipment, all permits and fees (except City fees, which the City will waive), disposal with transportation, and project closeout. Non-friable ACM must be disposed of at Cortland County Landfill; clean concrete may be disposed of at the City's facility at 19 South Franklin Street at no cost to the contractor. Two silos with estimated residual product require removal. The contractor is responsible for all dewatering and may salvage disassembled materials except those belonging to utility companies unless abandoned.
Evaluation criteria are total project cost (45 points), demonstrated demolition and asbestos-related experience (25 points), understanding of project and variance requirements (20 points), and proposal responsiveness and quality (10 points). Contractor must have completed at least five similar-scope demolition projects. Workers' Compensation and comprehensive liability insurance with minimum limits of $1,000,000 per person and $3,000,000 per accident are required. No bid bond required. All work is subject to New York State prevailing wage (PRC# 2026009275). Written questions are due by noon on July 7, 2026. Addendum 2 (posted June 29) clarifies concrete-crushing and backfill use, sewer and water cap-off inclusion, and temporary Elm Street closure coordination.
